Montenegro has formal campground categories, including a regulated “camp in the wild” business category, and protected areas have their own rules. For a traveller, the safe interpretation is not “wild camping everywhere”: use designated camping in national parks and check municipal/land-manager rules elsewhere.
Camper rule: local signs, protected-area rules and police/municipal instructions always beat a general country guide. Vehicle category can depend on height, axles and maximum authorised mass.
Protected areas first
- National parks are the place to be most conservative. Use the park’s designated camping areas and current fee/rule information.
- The coast is heavily managed and busy; do not assume a scenic pull-off is an overnight camper pitch.
- Sleeping inside a legally parked vehicle and “camping” can be treated differently, but do not rely on that distinction where signs prohibit overnighting or camping.
Good camper etiquette is not a legal defence
- Owner permission matters on private land, but it may not override local hospitality, park or planning rules.
- Keep awnings and outdoor furniture inside unless you are clearly at a campsite or camper stop.
- Discharge only at proper facilities.
