The important number is usually the maximum authorised mass in the vehicle documents, not what the camper happens to weigh today. Montenegro’s official toll table is a clear example: a two-axle motorhome over 1.9 m and ≤3.5 t is category III, while a >3.5 t two/three-axle vehicle can be category IV.
Camper rule: local signs, protected-area rules and police/municipal instructions always beat a general country guide. Vehicle category can depend on height, axles and maximum authorised mass.
Record these four numbers
- Maximum authorised mass (MAM/GVW).
- Number of axles including trailer.
- Overall height.
- Overall length — especially for ferries and parking even where tolls do not use it.

- Balkan toll systems do not classify every camper with one universal “motorhome” rate.
- Croatia also uses height and 3.5-tonne thresholds in its motorway categories.
- Serbia uses axle/height/mass categories as well, so the same vehicle can be priced differently from an ordinary car.
